As prescribed in Section 4.4 of the DOE DC 2023-06-0021, updates on the status of the Competitive Selection Process (CSP) will be posted on the CSP E-Portal, however as of the moment, it is not available.

The CSP activities were undertaken as scheduled.

  • March 25: The Invitation to Bid (ITB) was published.
  • March 26: Commencement of the acceptance of the Pre-Qualification requirement started.
  • April 7: Pre-bid conference conducted at Marina Seaview, Lapu-lapu City.
  • April 16: Upcoming Clarificatory Conference to discuss new issues and those related to the Power Supply Agreement (PSA).

During the pre-bid conference held on April 7 at exactly 10:00 AM in Marina Seaview, Lapu-lapu City, several Interested Bidders (IB) attended. The IB attendees were:

  • Meralco Gen – Panay Energy Development Corporation – led by Mr. Jovert Kister T. Cañete
  • Malita Power Inc. (MPI) – led by Mr. Alberto Reyes III
  • FDC – led by Mr. Rolando L. Cabacang, Jr.
  • GNPK – led by Mr. Joseph Yanga

The CSP-BAC invited observers from different sectors but only Engr. Reymund C. Villar – current IIEE President (Mactan Chapter) was present. The issues raised by these interested bidders were extensively discussed during the conference. However, issues pertaining to the Power Supply Agreement (PSA) were not covered in this session. Minutes of the Meeting was also provided to the bidders.

On April 16, a Clarificatory Conference will be held to address the topics related to the PSA and any new issues that have arisen. This conference aims to ensure that all bidders are well-informed and their concerns are adequately addressed.

The Competitive Selection Process is progressing as planned. Despite the unavailability of the CSP E-Portal, updates will continue to be provided on the website to keep all stakeholders informed. The upcoming Clarificatory Conference will further ensure transparency and comprehensive discussion of all relevant issues.
