As prescribed in Section 4.4 of the DOE DC 2023-06-0021, updates on the status of the Competitive Selection Process (CSP) will be posted on the CSP E-Portal, however as of the moment, it is still not available.
The CSP activities have progressed as scheduled, with the latest key milestones outlined below:
- March 25: The Invitation to Bid (ITB) was published.
- March 26: Commencement of the acceptance of Pre-Qualification requirements.
- April 7: Pre-Bid Conference held at Marina Seaview, Lapu-Lapu City.
- April 16: Clarificatory Conference successfully conducted, addressing issues related to the Power Supply Agreement (PSA) and other emerging concerns.
- May 17: Opening of Bids successfully conducted at 10:00 AM at Marina Seaview, Lapu-Lapu City.
- May 19 to June 2: Post Qualification Review was undertaken at MECO’s Main Office. The BAC has already made a recommendation through a resolution to MECO’s Board of Directors.
- June 14 to 16: With MECO’s Board of Directors’ approval of the CSP BAC’s recommendation, a Notice of Award was issued to the Winning Bidder and Lossing Bidders.
- June 25 to 26: Upcoming PSA review and finalization to be undertaken
The Power Supply Agreement (PSA) review and finalization, scheduled for June 25 to 26, will focus on finalizing the details of the general terms specified in the TOR. This phase involves ensuring compliance with the Terms of Reference before finalizing the agreement. Discussions will also center on stakeholder concerns, ensuring the agreement aligns with both technical and financial expectations.
Despite the continued unavailability of the CSP E-Portal, updates will remain accessible through our official website to ensure transparency and keep all stakeholders informed.
